POSITION SUMMARY
The Director of Design & Construction Procurement is a strategic leader, supporting Facilities Architecture + Planning (A+P) and Design & Construction (D&C) staff with procurement, contracting, project execution, management, and related matters. They are responsible for supervising staff, recommending/implementing policies, setting/managing procedures/processes and ensuring compliance related to the procurement and contracting of project-related needs including but not limited to: professional design and consulting services, construction services, construction materials, furniture, fixtures and non-clinical equipment for capital and other projects that are the responsibility of A+P and D&C.
The Director of Design & Construction Procurement is responsible for developing policies and procedures related to A+P and D&C procurement, pre-qualified bidders list, and economic inclusion programs. They are responsible for implementing and supervising all A+P and D&C contracting and economic inclusion requirements specifically promoting relationships with new bidders (vendors) needed to fulfill a complete complement of bidders (vendors) to ensure competitive responses and fulfill minority/ women-owned and local business participation goals. Further, they are responsible for acting as A+P and D&C representative on economic inclusion effort, including but not limited to, any working committees, policy implementation, etc.
The Director of Design & Construction Procurement supports the leaders of Facilities, Construction, Architecture & Planning, Capital Budgeting & Accounting, Economic Inclusion, project executives, project managers and their staff on business and administrative matters, including but not limited to, construction administration, close-out, warranties, procurement and related matters, BLocal and vendor relations, legal/contractual matters, dispute resolution, claims, negotiations, and other project management functions. They act as the A+P and D&C representative regarding legal issues related to design and construction procurement, including litigation, regarding managed projects.
The Director of Design & Construction Procurement develops policies and procedures and manages their implementation in accordance with A+P and D&C strategic objectives or initiatives. They prepare staffing plans and manage resources to achieve goals while performing general managerial duties such as supervising staff, planning, scheduling, data analysis, reporting, and performing presentations.
The Director of Design & Construction Procurement coordinates training and other programs to develop and enhance individual technical and management skills and to ensure the retention and career advancement of employees and managers of A+P and D&C. They represent A+P and D&C to customers and other departments and leadership, and at times to patients, visitors, or interested parties while handling special projects and other assignments.
DIMENSIONS
1. Budget Responsibility:
- Develops and reviews budgets, subject to executive management approval.
- Develops policies and procedures regarding procurement and project management.
- Participates in the development of operating budgets.
- Approves procurement expenditures within approved budgets.
- Monitors expenditures against budgets.
- Monitors staff productivity and priorities.
- Sets work priorities based on system and departmental goals.
- Compiles data for operational and/or project reports.

2. Authority / Decision-Making:
- Develops and recommends policies to senior management and other executives.
- Develops and implements policies and procedures for the area of responsibility.
- Reports progress of projects and/or operations based on reports of subordinates.
- Develops and manages bidders’ lists. Makes recommendations to leadership regarding the addition and removal of firms from the bidders list.
- Secures resources based on guidelines.
- Develops and implements work productivity standards, work allocation and work priorities based on objectives.
- Manages programs and/or projects within defined budgets.
- Develops, plans, and implements staffing patterns and priorities. Directly responsible for staffing to levels consistent with the objectives and sufficient to complete the work programs assigned.
- Reviews the work of and directs staff as required to support team effort and to ensure that their work complies with goals, standards, and program budget.
- Proposes and/or develops projects or program changes based on observation and assessment of existing conditions and situations in facility.
- Interprets, reviews, and promotes institutional priorities, imperatives, and patient care initiatives.
- Prepares training and other programs to develop and enhance individual technical and management skills and to ensure the retention and career advancement of employees and managers in the department.
- Acts as liaison with legal departments on behalf of A+P and D&C.
- Acts as liaison with risk management departments on behalf of A+P and D&C.
- Represents A+P and D&C to customers, departments, and trustees, and the Hospital to patients, visitors or interested parties.
- In consultation with appropriate departments, reviews contract forms and land and zoning regulations.
- Administers Minority Business Participation/Local Hiring programs in conjunction with the Director of Economic Inclusion, in pursuit of program objectives.
- Handles special projects and other assignments, as necessary.
3. Supervisory Responsibility:
- Directly responsible for hiring, firing, disciplining, assigning, training, evaluating, and promoting of staff.
- Supervises staff, recommends/implements policies, sets/manages procedures/processes and ensures compliance related to the procurement and contracting of project-related needs including but not limited to: professional design and consulting services, construction services, construction materials, furniture, fixtures and non-clinical equipment for capital and other projects that are the responsibility of A+P and D&C.
PROBLEM SOLVING:
- Uses broad range of engineering, architectural, construction, law, management, and business knowledge to identify, describe, analyze, and resolve technical, staffing, contractual, or financial issues.
- Performs detailed studies of facilities related data to determine efficient and cost-effective ways to manage construction and operations.
- Compiles data to demonstrate the justification of decisions, procedures, and policies.
- Investigates facilities failures and determines causes and solutions.
INFORMATION MANAGEMENT:
- Reads and interprets complex engineering and construction documents, service manuals and other technical and financial documents and provides guidance, as necessary, to other A+P and D&C. personnel.
- Compiles, analyzes, and reports data concerning staff activity/products for own purposes and for department senior management use.
- Coordinate the timely resolution of contractual negotiations with vendors, aligning the resolution with the direction of the legal department on specific contract language.
- Effectively communicates (written & orally) with supervisor and staff.
- Understands, and assimilates, policies, procedures and systems at all locations overseen by A+P and D&C.
- Coordinates with A+P and D&C Sr. Directors to elicit their experience and the experience of each of their teams with regard to design consultants and contractors, to continuously manage the bidder’s list.
COMPETENCIES
1. Education:
Bachelor’s degree and twelve (12) years of progressive experience in construction procurement or a similar industry field or an advanced degree in Architecture, Engineering, Law, Construction, Business, or related field acceptable to the Senior Director of Capital Budgeting & Accounting plus eight (8) years of progressive experience in the construction procurement or a similar industry field.
2. Knowledge:
- Detailed knowledge of construction contracting, project delivery methods, project management, design process, construction process and methods, and equipment installation/inspection.
- Detailed knowledge of procuring project-related needs and any subsequent contracting.
- Detailed knowledge of American Institute of Architects (AIA) and Construction Specifications Institute (CSI) forms and formats related to general conditions and general knowledge related to technical specifications.
- Detailed knowledge of design and construction agreements and associated legal concepts and language.
- Detailed knowledge of construction related insurance projects and risk mitigation strategies.
- Detailed knowledge of supply chain policies, procedures, and strategies.
- Highly advanced negotiation and professional presentation skills
- Familiarization/knowledge of the local to the Baltimore-Washington metropolitan area preferred but not required.
- Proficient knowledge of computer applications (PC-and network-based), including project management information systems, bid management systems, Windows, departmental e-mail, word processing, database, spreadsheet, project management and presentation packages.
- Proficient written and verbal English communication skills, on a college graduate level.
- Proficient public speaking and presentation skills.
